If you are lucky or you do your research, you could get a five star property at the price of a two star. The chances are higher if you book in advance and have set travel dates so you can book a non refundable advance purchase.
If you are part of a group visiting the city then you might be eligible for group discounts. They are usually offered when you are booking nine or more rooms, and everyone is arriving and leaving on the same day. Some of the smaller hotels will give a discount on less rooms.
There is an enormous amount of research that can be done on the internet when you are looking for a cheap hotel room. If you do this research before you book you will easily find the lowest rate. Most websites also include reviews of hotels where their previous customers have left comments about the hotel.
